The State of New Hampshire, Department of Safety, Division of Homeland Security & Emergency Management has a full-time vacancy for Field Representative II, which has a 37.5 hour work week and is non-exempt. 

SCOPE OF WORK:  Coordinates the recommendations from the NH School Safety Preparedness Task Force Report and works in the Planning Section under the direction of the School Safety & Preparedness Program Coordinator.


ACCOUNTABILITIES:
 
Coordinates the recommendations from the NH School Safety Preparedness Task Force Report to include scheduling, coordinating and facilitating the School Safety Preparedness Task Force meetings and all of its subcommittees.

Monitors and tracks legislation related to school safety and preparedness. Monitors statutory or regulatory changes in the legislation and regularly updates the School Safety & Preparedness Program Coordinator and HSEM Director/Task Force Chair.

Maintains oversight with working groups and committees to ensure the progression of Task Force recommendations and other activities assigned by the HSEM Director/Task Force Chair for final approval by the Governor.

Provides progress reports/updates to the School Safety & Preparedness Program Coordinator and HSEM Director/Task Force Chair on a regular basis.

Participates in professional organizations as well as various committees on school safety and security including attending safety seminars, training courses, and meetings related to area of responsibility.

Conducts research of safety and preparedness, risk, and emergency management issues on behalf of the School Safety & Preparedness Program or to address specific internal or external inquiries.

Assists with planning program-specific workshops, training drills, and exercises at the local, state and regional level using the Homeland Security Exercise and Evaluation Program (HSEEP).

Maintains and builds long-term relationships with external stakeholders from organizations involved in the School Safety Preparedness Task Force.

MINIMUM QUALIFICATIONS:

Education:  Bachelor's degree from a recognized college or university. Each additional year of approved formal education may be substituted for one year of required work experience.

Experience:  Four years' paraprofessional or technical experience in emergency management activities, public relations, or a related field, at least two years of which shall have been providing assistance to individuals and/or communities in preparing for, responding to, and recovering from natural, manmade or other disasters or related experience managing and promoting emergency preparedness programs. Each additional year of approved work experience may be substituted for one year of required formal education.

License/Certification:  Must possess a valid driver's license. 

PREFERRED QUALIFICATIONS:  Formal education in emergency management, homeland security, business/public administration, planning, training, teaching or other related discipline. Experience delivering technical training to groups and individuals. Intermediate computer skills.


SPECIAL REQUIREMENTS:  

1. On occasion, must be willing to work an extended and/or flexible schedule, and may be required to report for work with little notice, during activation of the State Emergency Operations Center, or as otherwise determined by Homeland Security and Emergency Management/Department of Safety administration to accomplish the mission of HSEM.  

2. Selected candidate will undergo a comprehensive background investigation including a fingerprint-based criminal background check and motor vehicle record check in order to ensure suitability for exposure to confidential information.
