The Compliance Assistance and Outreach Branch (CAOB) is seeking an enthusiastic and motivated Staff Air Pollution Specialist (SAPS) to develop coordinated outreach and messaging to support multiple heavy-duty regulations and incentive programs. The Board has many regulatory efforts and incentive programs that affect heavy-duty vehicle owners and fleets. We are looking for a lead to understand the various efforts and how they interact or conflict; how to message to the affected parties; and coordinate across the agency to leverage and synergize outreach opportunities. Under the supervision of the Branch Chief, the SAPS is responsible for independently leading cross-agency teams in conducting analysis and developing supporting policies that will support successful implementation of multiple heavy-duty efforts.

The SAPS must have strong communication skills, with an ability to speak and write effectively using direct, concise, and nontechnical language, and must be able to interact diplomatically with a wide range of interested internal and external parties and collaborators. The candidate should be comfortable making presentations and communicating to nontechnical persons. The candidate must also be adaptable, flexible, and committed to working closely with other CARB staff, government agencies including air districts, advocates, and other interested parties. The ideal SAPS must be organized and possess well-developed project management skills allowing them to complete both short and long-term tasks that will often involve completing critical assignments under tight and competing deadlines while consistently delivering high-quality work products. The position requires knowledge of climate and air quality policies; CARB's incentive portfolio; data analysis skills; excellent communication skills; and a passion for advancing equity goals. Working Conditions

 

The positions at the CARB may be eligible for telework with in-person attendance based on the operational needs of the position under Government Code 14200 for eligible applicants residing in California, subject to the candidate meeting telework eligibility criteria set forth in the CalEPA telework policy and/or future program need. Employees not residing in California are not eligible for telework. Regardless of hybrid telework eligibility, all employees may be required to report to the position’s designated headquarters location at their own expense, as indicated on their duty statement.

  • Position located in a high-rise building.
     
  • Requires being in a stationary position, consistent with office work, for extended periods. 
  • Standard office environment (for example, artificial lighting, controlled temperature, etc.)
