The Idaho Council on Developmental Disabilities (ICDD) works to bring about social and public policy changes that promote the voice and abilities of Idahoans with intellectual and developmental disabilities and families. The Financial Specialist is responsible for the development, oversight, and reporting of all financial affairs of the Idaho Council on Developmental Disabilities. The incumbent will be required to perform a variety of duties that enable the Council to effectively meet its Federal and State authority.

EXAMPLE OF DUTIES:

  • Manage multiple federal and state awards, ensuring compliance with state and federal funding requirements.
  • Assist Executive Director in the development and management of the annual state and federal Council budgets.
  • Monitor Council financial data and develop and analyze fiscal reports.
  • Prepare and present quarterly financial reports, year-end reports, and annual proposed budgets orally and in writing to Council members at quarterly Council meetings or as requested.
  • Ensure all invoices, travel reimbursements, and p-card accounts are processed in a timely manner.
  • Communicate with the Executive Director, staff, and members on spending and complex financial matters clearly, respectfully, and concisely.
  • Oversee purchases, lease, and maintenance of equipment and contracts with major vendors, and office supplies.
  • Monitor employee payroll expenses and ensure all employees are informed of correct coding for budget allocations.
  • Work closely with the Council’s assigned budget analyst to coordinate budget allocations and expenditures with DHW Fiscal Office.
  • Respond to state and federal funders’ financial monitoring efforts.
  • Facilitate a professional and cooperative positive working relationship with all Council staff, members, project partners, and the public.

MINIMUM QUALIFICATIONS:
 

 

You must possess all the minimum qualifications below to pass the exam for this position. Please make sure your resume or work history supports your meeting the minimum qualifications for this position. Failure to do this may disqualify you from being considered for this position.

Good knowledge of Accounting principles and practices. Typically gained by one of the following (A-D):

  • A. Current professional certification as a CPA or CGFM
  • B. Bachelor’s degree or higher degree that includes at least 20 semester hours, or equivalent college coursework in Accounting
  • C. At least four (4) years of professional work experience as an accountant, or equivalent, applying Generally Accepted Accounting Principles (GAAP)
  • D. An Associate degree in Accounting AND at least two years of professional work experience as an accountant or equivalent

Preferred Qualifications: Below is preferred experience. It is not required for the position but applicants with this experience may receive consideration over other applicants.

  1. Considerable experience with federal and/or state grants and contractors. Typically requires at leave five years of experience in this area.
  2. Experience designing, installing and maintaining accounting and budgeting systems; preparing financial statements, management reports and schedules requiring financial analysis; establishing internal controls; analyzing and interpreting financial information and reports and recommending appropriate action. Typically gained by at least three years of experience in this area.
  3. Experience working collaboratively with others on a team project, being a lead on a project, or working with a diverse group on the same project.  Typically gained by at least two years of experience in this area.
  4. Experience communicating effectively with people representing diverse learning styles, languages, and backgrounds. Typically requires at least two years of experience working collaboratively with people from diverse backgrounds or by serving underrepresented or marginalized communities.
