Duties

The selectee will serve as a Document Analyst in the Forensic Services Division. Typical work assignments include:

  1. Serving as a technical authority in an area of forensic document examination to include comparative and instrumental analysis of questioned handwriting and hand printing; the capture of identifying handwriting features for entry, measurement and search in the Forensic Information System for Handwriting (FISH); machine printing, alterations, erasures, and other evidence to determine genuineness, forgery, or alteration; restoring obliterated writings; providing for the identification of counterfeit documents.
  2. Utilizing a variety of advanced laboratory instruments, techniques and analytical tools, including, but not limited to, Electrostatic Detection Apparatus (ESDA), microscopy, Video Spectral Comparator (VSC), X-ray Diffractometer (XRD), Mass Selective Detector, Raman Microscope, Fourier Transform Infrared Spectroscopy (FTIR)
    Microscope, and Wavelength Dispersive X-ray Fluorescence (WDXRF).
  3. Providing instruction, advice, guidance, and training to lower-level forensic document examiners, contractors, and customers;
  4. Establishing and maintaining working relationships with Secret Service personnel and other officials, individuals and groups from the scientific and legal communities, in order to support program operations and objectives.

If selected for this position, you will be required to:

  • Work is mostly sedentary; however, standing, walking, bending, and lifting is involved in laboratory
    and field work. Work is performed under conditions that can be demanding and uncontrollable
    (tours of duty). Exposure to chemicals, glass and gases require compliance with proper laboratory
    techniques and guidelines.
  • Work requires frequent travel to contractor facilities, crime scenes, and/or court proceedings.
  • The work requires using the eyes for prolonged periods, with and without magnifiers and special
    lighting. The incumbent must have normal vision; normal ability to distinguish shades of color; and
    normal ability to perceive and remember forms and shapes. There is frequent use and need to
    view cathode ray tubes (computer screens, device monitors and other applicable equipment).
  • Most tasks are performed in a laboratory environment where proper provisions are in place in
    terms of incumbent safety and security practices. The position requires the use of Personal
    Protective Equipment (PPE) to include lab coats, face masks, respirators, gloves, face shields,
    and protective eyewear or goggles. The PPE required is dependent upon the activities and
    examinations being conducted.
  • The incumbent may analyze documents or evidence from adverse
    environmental conditions with possible exposure and transmission of infectious diseases (e.g.,
    COVID-19, AIDS, and Hepatitis); carcinogenic or explosive materials; fumes or dust; body fluids,
    toxic or caustic chemicals.

Qualifications

Applicants must demonstrate that they meet the Specialized Experience requirements as noted below

GS-14: You qualify for the GS-14level (starting salary $139,395.00) if you possess one full year of specialized experience comparable in scope and responsibility to the GS-13 level in the Federal service (obtained in either the public or private sectors) performing the following duties:

  1. Testifying in court proceedings under oath to present determinations regarding experiences or specific casework;
  2. Utilizing Daubert factors (testability, peer review, potential error rate, acceptance of methodology, and in general) to make determination about casework;
  3. Utilizing laboratory instruments (including but not limited to microscopes, Electrostatic Detection Apparatus (ESDA), gas chromatograph, and thin layer chromatography ) to examine questioned documents; and
  4. Examining handwriting, hand printing, indented impressions or ink smears to make determination regarding authenticity and/or alteration.

How You Will Be Evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

Your application will be rated on the extent and quality of your experience, education and training relevant to the duties of the position. If you meet the minimum qualifications, a score will automatically be calculated based on your answers to the vacancy specific questions to place you in one of three categories.
