The State of New Hampshire, Department of Safety, Division of Motor Vehicles has a part time vacancy for Program Specialist III. This is a part time position and cannot exceed 29.5 hours a week.

SUMMARY: Analyzes information to present and prepare evidence in prosecuting for motor vehicle hearings conducted by the Department of Safety, Bureau of Hearings on behalf of the Director of Motor Vehicles. Provides assistance and support in the planning and development of policies and procedures in other areas of the Division as required by the Director.

1.5 Years of additional relevant experience = Associate's Degree
3 Years of additional relevant experience = Bachelor's Degree
4.5 Years additional relevant experience = Master's Degree
Education: Bachelors’ degree from a recognized college or university with major study in business administration, public administration, paralegal, pre-law, or related field. Each additional year of approved formal education may be substituted for one year of required work experience.
Experience: Four years’ professional or paraprofessional experience in business administration, public administration, law enforcement, paralegal, pre-law, or related field with responsibility for program implementation, direct service delivery, planning or program evaluation. Each additional year of approved work experience may be substituted for one year of required formal education.
License/Certification: Must possess a valid driver’s license.
SPECIAL REQUIREMENTS: Selected candidate will undergo a fingerprint based criminal background check and motor vehicle record check in order to ensure suitability for exposure to confidential information.
RESPONSABILITIES:
Prepares and presents evidence and the states position, on behalf of the Director of Motor Vehicles, for administrative action(s) against surviving drivers involved in accidents resulting in injury and/or death or serious property damage, and petitions for reinstatement of driving privileges subsequent to suspension for a fatal accident or an accident that resulted in injury or serious property damage.
Prepares and presents evidence and the states position on behalf of the Director of Motor Vehicles administrative action(s) regarding commercial motor vehicle registrations of motor carriers that have been prohibited from operating by the Federal Motor Carrier Safety Administration.
Prepares and presents evidence in a prosecution format on behalf of the Director of Motor Vehicles, administrative action(s) against drivers that hold a commercial driver license that have been medically disqualified to operate commercial motor vehicles by the Federal Motor Carrier Safety Administration.
Reviews all Division of Motor Vehicles forms, documents, policies, and procedures and makes recommendations and changes as needed as well as proposes new ones when necessary.
Research, make recommendations, and creates reciprocity agreements in regard to licensing based on equivalent credentialling processes in other states and countries.
Works with the Training Coordinator to create and maintain educational documents to serve as an internal training manual on processes for the Division of Motor Vehicles.
Tracks and processes all 91-A requests presented to the Division of Motor Vehicles.
Assists with the Administrative suspension (Red Card) process for drivers that are reported unsafe or have potential medical issues.
Assists the Office of the Director of Motor Vehicles with processing requests for administrative action regarding drivers found to be operating contrary to the provisions of RSA 263:56 and/or RSA 263:59.
