Program Research Specialist III (JR-0000917)

Responsibilities

The Program Research Specialist III will work in the Office of Science to provide data support on emerging/priority health conditions and in coordination with the Bureau of Narcotic Enforcement on surveillance activities related controlled substances prescriptions including opioids. Specific duties will include:

Within the Office of Science, the incumbent’s primary responsibilities include planning and implementing data collection related to emerging and priority health conditions, including survey design and implementation, conducting the analyses of these data and related surveillance and epidemiological data; producing data products and visualizations for various dissemination strategies (including web platforms, reports, manuscripts, and presentations); gathering information for data requests and/or respond to data requests from internal and external partners; and providing analyses for the Department leadership and Governor’s Office scientific information needs.

In working with the Bureau of Narcotic Enforcement, the incumbent’s primary responsibilities include assessing healthcare providers’ practice compliance with NYS prescribing laws by analyzing the Prescription Monitoring Program (PMP) data. Results of analyses on practitioners’ prescriptions and PMP search rates for assessing current practice, will assist in identifying high-risk providers for targeting education, and in evaluating intervention efforts to improve use of PMP data to support decision-making, leading to safer prescribing practices. The incumbent will also perform, as needed, other surveillance strategies and other related duties as assigned.

 

Minimum Qualifications

Bachelor's degree in Public Health, Epidemiology, Environmental Sciences or a related field and three years of research experience in the collection and analysis of data; OR an Associate’s degree in a related field and five years of such experience; OR seven years of such experience. A Master's degree in a related field may substitute for one year of such experience.

 

Preferred Qualifications

Master’s degree in public health or related field and two years of experience in public health research and surveillance. Proficiency in data collection via the design and conduct of sample surveys, analyses, database and statistical software, interpretation, development, and dissemination of data for varied audiences via presentations and manuscripts, and provision of surveillance and evaluation technical assistance.  Background and experience with analyzing various public health data sources for emerging health conditions and developing data products for distribution. Intermediate or advanced proficiency using SAS including proficient use of SAS BASE, SQL, GRAPH, STAT, ODS, and MACRO. Advanced proficiency in Microsoft Office. Excellent oral and written communication skills.

 

Conditions of Employment

Grant funded position. Compliance with funding requirements such as time and effort reporting, grant deliverables, and contract deliverables, is required.

Valid and unrestricted authorization to work in the U.S. is required. Visa sponsorship is not available for this position.

This position requires that the incumbent will report to the official work location and live within commuting distance to the official work location. Telecommuting will be available.
