Contracts Administrator

Position Objective:
The Contracts Administrator is responsible for all contracting, procurement, and purchasing processes, policies, and practices within HCA for all programs. HCA is now the largest healthcare purchaser in the state of Washington and provides health care to approximately 2.4 million Washington residents. HCA is responsible for over $25 billion of the state's biennial budget; most of which is spent through contracts administered by this position. This position is directly responsible for ensuring that contracting is conducted in a professional, legally defensible manner and in compliance with agency, state, and federal rules and regulations.

Accountability
This position has substantial control over the adequacy and effectiveness of several of HCA's critical legal functions including, but not limited to, procurement, contracting, purchasing, and the quality of performance in carrying out assigned responsibilities in each of those areas to achieve the organization's stated goals and objectives. 
This position has substantial control over HCA's policies governing procurement, purchasing, and contracting. The position also influences other administrative policies through review and recommendations. 
This position manages a large team of approximately 20 employees divided into three units. This position directly supervises the unit supervisors within the Office of Contracts and Procurements.

REQUIRED EDUCATION
Bachelor's degree involving major study in business administration, public administration, contracting, business law, commerce, mathematics, statistics, economics or closely allied field.
AND
Juris Doctorate (JD) degree OR Master's degree in a closely allied field. Years of experience beyond the 5 year requirement below may be substituted year-for-year with the JD/Master's degree requirement above.

REQUIRED EXPERIENCE
Five (5) years of progressively responsible management experience, including at least three years demonstrated success managing professional level staff.

Note: A Master's degree in one of the above academic disciplines may be substituted for one (1) year of experience.

Note: A law degree from an accredited college or university approved by the Washington State Bar Association may be substituted for two (2) years of experience.
 
REQUIRED SKILLS AND ABILITIES 
Advanced negotiation skills.

Advanced knowledge of conducting critical research into unknown contracting and service realms.

Advanced knowledge of state government organization and legislative processes.

Advanced knowledge of implementing process improvements and setting up monitoring mechanisms to ensure improved performance.

Demonstrated knowledge of Washington laws and rules pertaining to contracting.

Mastery of computer software applications including Word, Excel, PowerPoint, and/or the ability to learn such software to meet business needs.

Outstanding written and verbal communication skills.

Excellent interpersonal skills.

Ability to work with diverse groups of people and work collaboratively with others.

Demonstrated ability to problem-solve, prioritize workloads, meet deadlines, and provide independent strategic direction/decision making.
