Budget and Management Analyst

The Department of Finance and Management (DFM) is seeking a highly skilled and energetic individual to perform the role of Budget and Management Analyst in the Division of Budget and Management. The Budget and Management Analyst is a key player in the development of the Governor's annual budget recommendations. The position analyzes, researches, and evaluates fiscal information related to their assigned departments and policy subject matters, and makes recommendations to the Director of Budget and Management and the Deputy Commissioner and the Commissioner of Finance and Management. The Budget and Management Analyst serves as a key point of communication between DFM and departments, ensuring that the DFM is aware of ongoing fiscal and budget issues across state government and that departments are adhering to statewide budget and fiscal policies and priorities. This position takes on analyses of key Administration issues and concerns that may have fiscal impacts. As the State of Vermont places greater emphasis on programmatic performance measures, the Budget and Management Analyst plays a key role in integrating those measures into existing budget practices and approaches. A significant amount of time is spent in the State House: monitoring legislative budget hearings and advising the Commissioner of key budget discussions and decisions as they occur. Moreover, this position may represent DFM in responding to technical questions about departments' budgets. The Budget and Management Analyst is the first point of review for key departmental requests such as approval of large contracts and requests for extra-legislative spending authority. The Budget and Management Analyst is the entry level position of three grades within the Budget and Management Analyst position track, there is opportunity for upward advancement based the ability to take on additional responsibilities.
