Summary: American Conservation Experience, a Nonprofit Conservation Corps, in partnership with the U.S. Fish and Wildlife Service (USFWS) is seeking ONE Geographic Information System (GIS) and database Specialist Individual Placement to assist the USFWS with management, integration, and analysis of ecological information. The position will be with the National Wildlife Refuge System's Branch of Habitat Restoration stationed with the Environmental Conservation Online System group in Fort Collins, Colorado. This opportunity is intended for enthusiastic young professionals with a deep interest in advancing their career goals in natural resources and/or GIS.

Compensation: The ACE Member will complete 40 hours/week and receive a living allowance of $700/week paid out biweekly for food and incidentals. Finding housing is the responsibility of the intern (ACE & USFWS will help provide local knowledge of rental market, where possible).
PLC Competitive Hiring Authority: This position is authorized by the Public Land Corps (PLC) Act of 1993 and expanded by the Public Lands Service Corps Act of 2013. Interns who meet basic requirements during their term of service may be eligible to receive their Noncompetitive Hiring Eligibility Certificate to be used when applying to future federal jobs. Requirements are: (1) Intern must be between the ages of 18 to 30 and (2) Intern must complete at least 640 hours on a federally approved PLC Project. More information can be provided upon request.
Position Description: The ACE Member serves as a Program Specialist for the Habitat Information Tracking System (HabITS). The intern will work with higher graded staff on activities within the Branch of Habitat Restoration, including developing national guidance, training, performance planning and reporting, outreach, and related activities that affect: (1) habitat restoration and conservation on private and public lands; (2) partnership development; and (3) habitat assessments.
Duties:  
  • Helps maintain the Habitat Information Tracking System (HabITS), a national on-line integrated project tracking database. 
  • Updates the system by adding new records and current data to existing records; periodically reviews the database to ensure uniform data convention nationally.
  • Uses knowledge of programs to identify erroneous data, evaluates appropriate project related information in applications files, and evaluates need for updating status descriptions and customer interest factors.
  • Evaluates and validates location data, activity, description, and accomplishment data, making corrections as needed and purging incorrect records.
  • Serves on HabITS Working Group, working closely with database programmers and users to identify output needs and provides necessary information for developer decisions on database programming.
  • Provides customer support and develops methods of troubleshooting and user assistance for HabITS.
  • Uses HabITS reporting tools to prepare quality and timely responses to inquiries.
  • Manages and administers GIS solutions and database modules within HabITS.
  • Assists in production of summary and interpretive reports and archiving of approved techniques and products.
  • Works with HabITS field users and relevant data managers to check data quality.
  • Integrates and imports/exports HabITS program data into ArcGIS mapping applications. 
Equipment Use and Training: The USFWS will provide the tools required to accomplish the tasks the Intern is asked to accomplish. Training will be provided for all equipment that the Intern is asked to use. Use of personal protective equipment (PPE) will be mandatory for any activity that requires it. A valid state driver's license is required for any (highway legal) vehicle use.   
Qualifications:   Applicants must have a degree or be pursuing a degree in ecology, wildlife management, natural resource management, parks and recreation, rangeland management, other related disciplines appropriate to the position. Illustrating a relevant combination of experience and education is also acceptable. Resume and Cover Letter must contain enough information to show that the applicant meets the experience needed, as defined in this announcement. 
Required:  
  • Applicants must be a US Citizen or Permanent Resident
  • Member must be between the age of 18 and 35
  • Member must be 21+ to operate FWS or ACE vehicle for duties
  • Excellent leadership, management, communication and organizational skills
  • Effective writing and editing skills
  • Competent in MS Office, ArcGIS 10.7.1 and ArcPro 2.5.1
  • Ability and willingness to undergo a Federal criminal background check
Preferred:
  • Knowledge of database management and performance reporting.
  • Knowledge of complex data management systems, data analysis methods, evolving IT technologies, and data management and privacy responsibilities.
  • Knowledge of Geographic Information Systems, database development and troubleshooting, and user support
  • One or more years with Geographic Information Systems (GIS) experience and database management
  • Ability to follow assigned protocols to perform tasks with many steps
  • Skills and ability to resolve a full range of problems or situations when performing a variety of tasks in the office setting
  • Strong desire to enter the public service field as a natural resource professional
  • Experience and/or knowledge in the mission of the USFWS and other federal land management agencies
