Loan Specialist, GS-1165-14

This position is located in the Office of Board Authorized Finance (OBAF) of the Export-Import Bank of the United States (EXIM Bank) and is assigned to the Asset Management Division, Portfolio Risk Management. The primary responsibility of the position is to support the most complex international portfolio of financial transactions under the guidance of the supervisor.

At the full performance level, duties include, but are not limited to:
  • Performs as an expert in one or more of the division's subject matter areas such as sectoral focus, complex restructuring and workout expertise, capital markets analysis, credit analytics, or other areas as may be determined. Responsible for developing key sectoral/industry business relationships, and related banking relationships, supporting the development of new and management of existing transactions.
  • Serves as a Relationship Manager for borrowers, lenders, and exporters for the most complex portfolios of transactions. Loans may be under development (pre-authorization), in negotiation and documentation (post-approval but pre-operative), in the operative (disbursing) stage, in the repayment stage, or in the restructuring stage.
  • Performs broad and comprehensive research and analysis on the most complex portfolios and develops advanced level financial modeling (scenarios, probabilities, asset stress testing, etc.) using financial information provided by borrowers, sponsors, lenders, guarantors, and public sources.
  • Monitors country developments on the most complex portfolios, as they relate to the macroeconomic operating environment, sectoral developments and trends affecting a borrower's industry segment; structural changes within the sector, such as privatization and deregulation efforts. Prepares written reports on country conditions as required.
  • Collects and reviews various documentation during asset management to evaluate the borrower's financial condition, structure complex transactions, ensure compliance with executed agreements, and determine capacity to repay potential or existing debt.
  • Evaluates the ability of exporters, suppliers, off-takers, and other participants to perform under the terms of the transaction or contract and/or project viability.
  • Negotiates, independently, financing terms with borrowers or other creditors for new authorizations, or in the event of post-authorization, changes to a transaction or restructuring of operative credits for existing authorizations. Negotiates with participants and coordinates with others for guarantees, risk sharing arrangements, other credit enhancements , or restructurings, as necessary.
  • Leads or guides internal working groups and committees, involved in developing, evaluating and recommending improvements in EXIM Bank's programs, policies, procedures or processes.
  • Represents EXIM Bank as an expert in a designated subject matter area at interagency meetings on government issues and policy; speaks at public conferences on EXIM Bank programs and experience in the market, demonstrating expertise in one or more designated subject matter areas.
