STAFF AIR POLLUTION SPECIALIST

The Equitable Mobility Incentives Branch is seeking a strong Staff Air Pollution Specialist (SAPS) candidate to serve as the lead for the annual Clean Transportation Funding Plan (Funding Plan). The SAPS will lead teams of technical and policy experts to identify, evaluate, develop, and implement equitable mobile source control incentive strategies, through the development of the Funding Plan. In addition to oversight of the Funding Plan itself, the SAPS will oversee all outside educational resources, including the webpages stemming from and supporting the Funding Plan. The SAPS will also coordinate with other State and local agencies; represent CARB by conducting formal and informal meetings/work groups with community members, environmental and industry stakeholders, agency partners, and the public; and, prepare reports, memos, letters, policy briefing papers, and presentations on the Funding Plan and other mobile source planning and incentive efforts. This SAPS plays an integral role not just in EMIB, but across all of MSCD and other divisions in guiding the development of the Funding Plan.

Working Conditions
The positions at the CARB may be eligible for telework with in-person attendance based on the operational needs of the position under Government Code 14200 for eligible applicants residing in California, subject to the candidate meeting telework eligibility criteria set forth in the CalEPA telework policy and/or future program need. Employees not residing in California are not eligible for telework. Regardless of hybrid telework eligibility, all employees may be required to report to the position’s designated headquarters location at their own expense, as indicated on their duty statement.
