The selectee will have the opportunity to develop tools and systems to take the California Division's data to the next level. In addition to leading and implementing the Division's unit planning process, the incumbent:
- Supports robust review programs (including the Division's Risk Based Stewardship and Oversight and Transportation Performance Management programs).
- Provides technical assistance regarding data collection and analysis techniques.
- Develops tools for tracking and reporting on other key program elements.
The California Division typically explores several new data projects each year that the Management and Program Analyst will have the opportunity to lead or support.

As a Management and Program Analyst, you will:
- Provide data management technical assistance to Headquarters, Federal Lands, and/or Division office staff to ensure that decision-making is informed, and data driven.
- Assist leadership in developing and deploying performance measures to monitor program-wide accomplishments, improve quality and efficiency, add value, that support accomplishment of the agency’s strategic goals and objectives.
- Develop tools for mining information systems that support defining, developing, and deploying processes for conducting process and program reviews to ensure effective stewardship and oversight, and accountability for the delivery of FHWA’s various programs.
- Provide analytical support for non-routine management studies and fact-finding reviews.
The ideal candidate is savvy in the Federal-aid Highway Program, can create strong partnerships, has excellent organizational and communication skills, and has a passion for improving transportation performance and data management.
Additionally, the ideal candidate has experience in program management and process reviews, Microsoft Power Business Intelligence (Power BI), performance planning, and risk assessments.
