The Public Advocates Office is the independent consumer advocate within the California Public Utilities Commission. Our mandate is to obtain the lowest possible rates for utility services consistent with reliable and safe service levels, and the state’s environmental goals. We are organized into seven branches (four handle energy matters, one water matters, one communications and water policy matters, and an administrative branch) with a staff of 178 employees comprised of economic, financial and policy analysts; engineers; and auditors.

The Energy Cost of Service and Natural Gas (ECOSNG) Branch comprises four sections: Revenue Requirements, Operational Costs, Natural Gas, and Accounting and Auditing. ECOSNG is responsible for representing ratepayer interests in Commission proceedings (e.g., workshops, rulemakings, investigations, and hearings) specifically involving ratemaking issues, which include: General Rate Case (GRC) proceedings, Energy Cost Adjustment Clause (ECAC) proceedings, Catastrophic Event Memorandum Account (CEMA) proceedings, balancing and memorandum account reviews, and other proceedings that have financial or policy impacts on ratepayers.

The Public Advocates Office represents ratepayer interests in Commission proceedings and processes impacting California utilities and ratepayers. These proceedings and processes set rates, rules, policies, and regulations. The Energy Cost of Service & Natural Gas (ECOS) Branch within the Public Advocates Office is seeking a Public Utilities Regulatory Analyst I to join its Revenue Requirements team.

Under the supervision of the Program and Project Supervisor of the Revenue Requirements Section in the ECOS Branch, the incumbent’s primary assignments are analyzing utility proposals, examining utility accounting practices and recorded costs, forecasting data, and making appropriate recommendations regarding issues affecting ratepayers. The incumbent also applies his/her analysis and standard economic, statistical, and financial theories to make appropriate recommendations on public utility regulatory issues. In addition, the incumbent may also support the Public Advocates Office advocacy at intra-agency and inter-agency conferences, workshops, and public meetings, and may be assigned work in other areas and branches of the organization, as directed. Presentation will be required orally and in writing on ideas, research, analysis, findings, and recommendations. The PURA I is the training and development level. The incumbent is generally learning to apply their skills in the context of Commission operations. Incumbents usually serve as a team member under the direction of higher-level staff.
