Salary Recruitment Range: $61,545 - $92,700
Salary Grade: NC18
This position currently qualifies for a hybrid telework option with routine office and remote workday. The NC Department of Insurance trusts our employees to be self-motivated and successful in hybrid/remote roles. Telework options are subject to change at the discretion of management.
Mission of the Department of Insurance:

Primary Purpose of the Position:
This position will include plan reviews and inspections of new modular certifications required by the NC Modular Construction Regulations as indicated for the specific types of Construction. This position will oversee and manage the Building Code Inspectors. This position is designed to provide guidance and leadership for the most complex commercial structures which are normally level III projects in all or one of the trades.
This position inspects manufactured and modular homes and modular buildings in Western North Carolina for compliance with federal and or state codes. This position will perform dealer lot inspections of manufactured homes for compliance with federal and or state codes and regulations. This position investigates complaints regarding modular and manufactured structures. This position also conducts on-site or in-plant inspections and investigations as deemed necessary by management to carry out responsibilities and duties of the Manufactured Building Division.
This position may conduct in-plant monitoring inspections of manufactured home manufacturing facilities as part of HUD's joint monitoring of Primary Inspection Agencies and monitor manufacturers, complaint handling and remedial actions. Employee may assist local inspection departments resolve problems involving N.C. State Building Code and interpretations to the code. The range of buildings inspected by this position vary from manufactured homes (formally mobile homes) to Level Ill buildings which can include high-rise buildings, institutional and hazardous occupancies.
During State Emergencies, this individual may be called upon to serve as a member of the State Emergency Response Team (SERT). This position must have the ability to apply code and regulations to site related problems. Employee must possess the ability to maintain patience with irate consumers. This position must have general working knowledge of laptop computer and applicable software.

- Ability to evaluate and approve modular plans for modular residential and commercial construction which includes, but is not limited to consultation, investigation, evaluation, planning, design, design review and approval, and/or determination of environmental and safety impacts of work processes and products (buildings, utilities, systems, sites, mapping, or infrastructures).
- Ability to perform inspections/audits for manufactured housing dealers and manufacturers and modular manufacturers to ensure that proper procedures are being followed.
- Ability to manage moderately complex programs/projects for completeness, compatibility and compliance with engineering principles and design needs and standards.
- Ability to identify and resolve project/program changes.
- Ability to make recommendations and may require ability to make decisions on non-routine engineering and/or program matters or other areas requiring technical expertise.
- Ability to prepare clear and concise reports and determinations through oral and written communication that addresses moderately complex engineering concepts and facts.
- Working knowledge of all state and/or federal rules and regulations for program area to include the North Carolina State Building Code for all five trades (Building, Fire, Electrical, Plumbing, and Mechanical), the State of NC Regulations for Manufactured Homes and the HUD Manufactured Home Construction and Safety Standards.
- Ability to establish and maintain effective working relationships with agency personnel, officials, and the general public.
- Ability to communicate concisely and effectively using various forms of communications including the production of clear and concise inspection reports.
- Ability to conduct training to various parties as necessary.
Minimum Education and Experience Requirements
Bachelor's degree in an applicable field of engineering from an appropriately accredited institution and three (3) years of progressively responsible experience; or an equivalent combination of education and experience.
Management Preference:
- High school or General Educational Development (GED); and 15 years of Level III building code enforcement experience in all five trades, of which at minimum 5 years as a code enforcement supervisor, director or chief code official of a jurisdiction; or an equivalent combination of education and experience necessary special qualifications.
- Must possess all five North Carolina Code Officials Qualifications Board Standard Level III Certificates (Building, Fire, Electrical, Plumbing, and Mechanical), or pre-qualify for all five level III certifications at the time of hire and obtain all certifications within 12 months.
- May require registration as a professional engineer by the North Carolina Board of Examiners for Engineers and Surveyors.
